Usually not. The fabric tape underneath has caught in the teeth. Gently pull the fabric free with your fingers, slide the zipper back a little, then forward again. If it still won't move, contact the workshop and they'll sort it out.
Could you also make a simple valance for the window so it matches the bench?

Valances and window treatments aren't something the shop makes. It can sell you the same fabric, though, so whoever sews your window covering can match the seat.
Is the quote for a 24 x 64 inch beige bench cushion the whole cost, or does shipping come on top?

In that case the quoted figure was the full bill, fees and shipping in it; each quote states its own shipping cost, so check that line before paying. Making and delivery together took 10 to 12 days for that 24 x 64 in (61 x 163 cm) cushion.
