Can you make a 38-inch round tufted floor cushion, and how would I order it?

Yes. The shop quoted it straight away and pointed to the round French cushion listing, where a 38 in (97 cm) round tufted cushion is ordered by picking that size.
I've already paid. Is it too late to switch my floor cushions to a different color?

Not if production hasn't started. Buyers have switched a set to tobacco, or moved every cushion to pink and the bolsters to gray. The workshop confirms the final colors in writing before anything is cut.
